Council’s Secretary 


The secretary of the university council was established along side with the council itself. With the authority to handle the preparatory and procedurals works of the university council, the secretary is entrusting with the following authorities:

1. Handle the issues that reviewing by the council and assure its compatibility.
2. Prepare memorandums of such issues according to its importance.
3. Oversee the agendas of the council’s sessions and publicizing it.
4. Inviting members of the council for the session, as well as other related organs.
5. Record the council’s minutes and finalizing its procedural formalities before submittal to the Minister of Higher Education.
6. Informing the council’s members with the approved decisions.
7. Determine incentives of the council’s members and authorizing its payments.

Since its founding, Secretary-General of the university council had successive secretaries, hereunder some information about them according to the recruitment date.



Dr. Saleh Abdullah Al-Malik

Served as the secretary general of the university council from February 2, 1975 till January 21, 1976, then appointed as the under-secretary of the Ministry of Municipal & Rural Affairs. He was appointed as member of the Saudi Shura Council since August 21, 1993 and then selected as the secretary-General of the council till he died – May his soul rest in peace – on May 27, 2008.



Prof. Dr. Abdullah bin Yusuf Ash-Shibel

Dr. Ash-Shibel has served as Secretary-General of Imam University Council two times from Jan 27, 1977 till October 26, 1983 and from February 28, 1994 till July 31, 1995 where then he appointed as Imam University Rector.



Dr. Saleh bin Saud Al-Ali

He worked as Secretary-General of Imam University Council since February 26, 1984 till November 8, 1984 where then he recruited as Imam Vice-rector and as member of Saudi Shura Council consecutively. Dr. Al-Ali currently is the Chairman of Saudi Control and Investigation Board.



Dr. Mohammed bin Saad As-Salim

Dr. As-Salim had served as Secretary-General of Imam University Council from May 9, 1985 till Jan 25, 1994. He then entrusted as the Secretary-General of Higher Education Council and appointed as Imam University Rector from June 17, 1999 till March 23, 2007.



Dr. Mohammed bin Abdulrahman Ar-Rebaie

He worked as Secretary-General of Imam University Council since Jan 8, 1996 till June 21, 2004 in addition to his duties as Imam Vice-rector for Higher Studies and Scientific Research.



Dr. Bandar bin Fahd Al-Suwailam

Dr. Al-Suwailam was worked as Secretary-General of Imam University Council since June 21, 2004 till Feb 4, 2008 in addition to his duties as Imam Vice-rector for Sharia Institute Affairs.



Dr. Hamoud bin Mohammed An-Nejeadi

Dr. An-Nejeadi, the current Secretary-General of Imam University Council, was appointed as such on Feb 9, 2008 in addition to his duties as Dean of Higher Studies Deanship and a Professor at History and Civilization Dept, Imam Social Science College.

Authorities of the Council:

1. Overseeing works of the Secretary-General of Imam University Council and developing it.
2. Assuring needs of the council as required.
3. Handle the issues that reviewing by the council and assure its compatibility.
4. Prepare memorandums of such issues according to its importance.
5. Determine sessions’ dates of the university council and co-ordinate with officials. 
6. Oversee the agendas of the council’s sessions and publicizing it.
7. Inviting members of the council for the session, as well as other related organs.
8. Record the council’s minutes and finalizing its procedural formalities before submittal to the Minister of Higher Education.
9. Informing the council’s members with the approved decisions.
10. Determine incentives of the council’s members and authorizing its payments.
11. Tracking the appointing and transferring requests of Faculty Staff Members and finalize the formalities.
12. Study recommendations of the specialized councils on graduate degrees and complete its procedures.
13. Receive recommendations of the specialized councils on secondment of faculty members, their dispatch, send them on academic missions, grant sabbatical leaves, and terminate their services, all in accordance with regulations governing these matters.
14. Receive recommendations of the specialized councils on the university’s scientific and postgraduate degrees and programs and on curricula, degree plans, textbooks, and references before submittal to the university council.
15. Review plans for training and sponsored study programs before submittal to the university council.
16. Study proposals of the specialized councils on the establishment of colleges, institutes, departments, research centers, and support deanships, and proposal on amending their names, merging, or abolishing them.
17. Review the university proposed budget and the closing accounts and forward it to the university council.
18. Review the internal university codes before submittal to the university council.
19. Review the university annual report before submittal to the university council.
20. Review the university’s plans for extra-curricular activities before submittal to the university council.
21. Consider matters and proposals relating to students before submittal to the university council.
22. Consider opinions on the issues submitted to the council’s secretariat general.
23. Inform the council on the donations, gifts, testaments, etc received to take a decision.
24. Passing circulations and royal directives to vice-rectors and other academic and administrative departments.
25. Consider the financial matters of the faculty staff members and their children before submittal to the university council.
26. Prepare appraisal forms and formalities of the secretariat general officers.
27. Approve the annual vacations of the secretariat general officers and submittal to the university personnel affairs department.
28. Approve the emergency vacations of the secretariat general officers and follow its formalities.
29. Spend from the amounts allocated for the secretariat general in accordance with the financial codes.
30. Organize relations with the Secretary-General of the Higher Education Council and other universities counterparts within its jurisdictions.
31. Submit a report on the activities of the secretariat general at the end of each academic year.
