During  the  last  decade,  the  activity  of  training  and  human  resources development  in  Saudi  Arabia  has  witnessed  a  remarkable  development noticed by all observers.

Training industry has become one of the most important service sectors that is included within the accounts of the gross domestic product of the national economy. Also, the concern for it increased gradually in the general budget of the Country as well as the budget of the private sector.

The  view  of  the on-the-job  training  has  developed  as  an  essential prerequisite                       for governmental and private  posts, and its obvious contribution became clear  regarding  enhancing the   performance     of working human resources.

Like  any  new activity, it is expected  to  begin  spreading  quantitatively accompanied by weakness in performance. It would inevitably face a set of difficult regulatory and technical obstacles until the trial becomes clear and converts into qualitative activity. One of the obvious obstacles that has undermined its quality is the absence of a professional scientific reference for training industry utilized by all parties involved in training.
