The establishment of the Society's inauguration ceremony, under the patronage of  His Excellency Minister of Higher Education Dr. Khalid Bin Mohammed Al-Angari at seven o'clock this Monday evening,  19/6/1429 a.h, comes in the light of the events of :

-And the fact that many specialized scientific societies seek to promote scientific thought in the field of specialization in the framework of the objectives , vision and mission of these societies.

v The Idea of Establishing the General Society

v How did the idea of establishing the Saudi Society for Training and development of HR?

After follow-up observation from a large number of specialists and interested in training in Saudi Arabia, a demand became obvious to have an independent scientific society. The mission of this society is to provide documented scientific and technical support for all sectors concerned with training; and conducting strategic partnerships that would develop the industry training, expand its culture and promote its moral constitution in Saudi Arabia ,according to Razeen .

"The initiative of Imam Mohammed bin Saud Islamic University came, as a result, to establish the Saudi Society for Training and development of human resources  in response to that demand aiming to develop industry training and activate strategic partnerships with those  working in the training of public and private sectors," Razeen added.

"The General Society was formed after the approval of His Excellency, Imam University president, Prof. Dr. Sulaiman bin Abdullah Abal Khail on the decision of the Scientific Council of the university to form the founding committee for "the Saudi Society for Training and HR Development", consisting of five qualified members of  the university," Razeen explained.

"This work came to light as a result of  the hard, active and fruitful collaboration between the University and active sectors of society," Razeen said.

According to Razeen, this work aims at achieving the scientific communication and providing an integrated scientific environment to training process through:

1-   The exchange of experiences as well as holding seminars, conferences and workshops,

2-   Taking advantage of modern technology in the field of training, development and rehabilitation of labor force.

It's  hoped , according to Razeen, that the scientific and professional activity of the Society will be an important factor in:

1-    Developing industry training as it is considered a major assistant to the development of HR

2-    Raising the performance of  training institutions

3-    Solving the problems of training environment

4-   Being an effective tool as well as strategic, active and positive partner with everyone.

Society Plans

What about the Society plans and objectives for the upcoming stage?

"The Society plans come as an offspring of the strategic goals that we are in search for", Razeen said. These goals are primarily as follows:

·        Improving the labor force proficiency in the various public and private sectors.

·        Providing technical services, studies and research in the field of training and development of scientific and professional performance of the Society members.

·        Presenting scientific and practical consultation in the field of training to all sectors , public and private.

·        Facilitating mutual exchange of views and scientific ideas in the field of training among public and private institutions across the Kingdom and abroad.

·        Achieving scientific communication among members of society.

·        securing an integrated environment for training process by:

1-   Exchange of experiences as well as holding seminars, conferences and workshops.

2-   Improvement and activation of scientific intellect in the area of specialization

3-   Investing hi-tech tools in designing training and qualifying  programs.

PARTNERSHIP

Are you seeking to establish a partnership with other sectors, especially the training ones?

"This society was founded on the basis of partnership with others and particularly those interested in training industry," Razeen replied. "It, then, has got into an open and vast field that it appreciates its significance, recognizes its active parties and wide segment benefits from the services provided. It also values the sort of relations between public and private institutions in this field," Razeen added. Therefore, the Society has come into existence to work and participate open-mindedly and flexibly with other parties in this environment,  whether these parties are:

1-    Service organizers such as Ministry of Civil Service, Ministry of Labor, and General Foundation for Technical Education and Vocational Training,

2-     Service Providers such as training companies, institutes and centers affiliated with social institutions

3-    Or service beneficiaries such as public sector, private sectors and members of community.

"Accordingly, the society aims to be integrated with all relevant parties and be a link between all actors to contribute with all of them to achieve their goals, balance between their interests, meet their needs, and provide them with scientific and technical support. Added to that, it shares them every step it takes through its actions for building this Society," Razeen said.

               Integrated Relation

What about future relations with public and private sectors?

"We all in this society truly believe that our relations with public and private sectors will be based on strategic integrity and partnership that formed once the Society was founded and inaugurated as well as during the preparation for its executive bases. This relation will carry on in the fields of training and development of HR, reciprocal scientific consultations and joint investment," Razeen explained.

"However, the Society that was founded in a scientific and academic environment has a long experience, deep intellectual roots, well-trained human resources and great material capacities. All that will enable the Society to introduce a scientific atmosphere and vocational support for its partners including public and private sector institutions which have a good deal of professional experience in the field of training that constitutes a distinctive model in development of performance and aim fulfillment," Razeen stated.

" Undoubtedly, this wide world with its institutions and people has a remarkable deal of experience in the field of training and development of human resources. Hence, the Society will endeavor to take advantage from the world accumulated experience and the local one as well. The Society, thus, will establish vocational relations, endorse work agreements and open academic accreditations with a battery of deep-rooted international institutions in the field of training. Then, it will invest these experiences to benefit the training industry in Saudi Arabia and make the training institutions take advantage of this experience and to invest these relations and agreements," Razeen added.

                 Fragility of Training Output

Do you think that the high prevalence of training centers across KSA has weakened the level of training process outputs?

" Founding Committee of the Society will set off drawing preliminary vision for the society's organizational bases and strategic and operative plans immediately after inauguration. Expectedly, this will come into end at the end of the current year 2008 – 1429. Whereby the Society will hold a number of workshops and scientific forums in the second half of the year where the strategic partners will be present (service organizers, service providers, service beneficiaries) for discussion and exchange of views to make up joint visions that help all parties and achieve the common objectives," Razeen replied.

" To be expected, significant outcomes of the discussions and workshops will include the Society's vision, message, strategic objectives, the nature of strategic relations and alliances with partners, organizational bases, strategic plans that help achieve the objectives. Additionally, there will be a proposal for the operative plans, crystal-clear mechanisms for the improvement of training industry, and time, effort and fund investment tools. The organizational bases materials for the work program of the Saudi Scientific Society for Training and Development of Human Resources in accordance with the organizational statutes and regulations issued by the Council of Higher Education. For more information, please visit the Society website," Razeen added.

Comprehensive Training Process

Are Society's activity and work restricted just to co-ordination amongst training sectors?

"Of course not, since our activities are not restricted to focusing on one specific domain, we move beyond it forward a comprehensive training process in various aspects. For Article 2 of the article of association of the Society states that the Society shall set off implementing various scientific and training activities including but not limited to the encouragement of research and scientific consultation, scientific studies to be made in order to develop the applied practice and invitation of relevant scholars and thinkers for training and development of human resources to take part in the Society's activity pursuant to the organizing procedures, holding conferences, forums, symposiums, training courses, authorship, translation,  publishing scientific textbooks, issuing studies, journals and scientific periodicals on training, development of human resources, organizing scientific excursions for the society members, holding scientific competitions in the Society's specialty and the participation in international and local forums, conferences and exhibitions," Razeen explained.

         Training Economy

Recently, a discipline called "Training Economy" has come to the fore. What does this mean for the Society?

"This concept has newly appeared in this very age after all international and governmental institutions and trading establishments have recognized the role of knowledge in building a robust and active economy. Therefore, the Society will seek coining a new concept titled "Training Economy", Razeen replied.

"Saudi Scientific Society for Training and Development of Human Resources invites all those interested in training whether governmental institutions, trading establishment, civil community foundations, university instructors, training consultants and professionals and members of community at large to join and contribute in the most valuable investment which is the mankind in order to build a training economy that will give best advantage to everybody", Razeen added.
